Q&A from February 24 Donna Fiala meeting

In response to the questions that you asked at the Town Hall Meeting with Commissioner Fiala on Feb. 24th, the answers are as follows:
Question: When will the county install the new fresh water lines on Capri? How will they affect Capri?
Answer: Paul Mattausch, Director, Collier County Water Dept. said, "The entire water system will be replaced in 2 phases. Phase 1 - June 1 through December 15, 2010 and will run from the pumping station to 110 feet past the fire station. Phase 2 - will begin after Phase 1 is completed and take a year to complete. This will run from Pago Pago to Pelican. There is no cost to residents. The palms on Capri Blvd. will not be desturbed. Landscape in the right-of-ways put in by residents will have to be removed by the resident if they want to save them. Ample notice will be provided. Insurance rates may be reduced because old fire hydrants will be replaced and instead of 12, there will be 24. Construction will be done with as little disruption as possible. Old 2 inch pipes will be replaced with up-graded and safer materials (C900 PCV) with diameters of a minimum of 6 inches. Pressure, flow, and improved service will be the result."
Question: Are there plans to install sewers on Capri? If the county brings us water, why can't they take it out?
Answer: Commissioner Fiala said, "No. The current sewer serving La Peninsula and some of the restaurants belongs to Marco Island. Wastewater for Capri is not under the jurisdiction of Collier County. If Capri wants Collier County to bring sewers to the isles, they would have to pay for bringing the service line from Fiddler's Creek to Capri, and Marco would have to agree to give up sewer rights on Capri."
Question: What does Code Enforcement do? Why do we continue to see code violations that are not corrected?
Answer: Diane Flagg, Director, Collier County Code Enforcement said, "We work with Community Task Forces that involve utilities, parks/rec., domestic animals, sheriff's dept. Board of Realtors, banks, and community associations to prevent community blight by making community sweeps and educating residents. We conduct 'Meet and Greet' activities, hold Task Force monthly meetings, and schedule neighborhood 'clean-up's' for which we provide dumpsters.
The 'Clean-Up' date set for Capri is April 10." Patricia Petrulli, Supervisor East Naples District and serving Isles of Capri, wrote " When we see a violation our first step is to educate the residents regarding Collier County Ordinances. After explaining the violation and what is needed to come into compliance, we set a compliance date based on what the violation is, circumstances of the residents and the community. If the violation is a common one as ; Vehicles parked in the yard, boats in the front yard or driveway, in-operative vehicles, litter/trash, and weeds, we start a code case, verbally give the resident a date to comply, return on a date agreed to for a recheck. In the instance that the resident is not home, the investigator will leave a pink door hanger checking off the violation observed, attach their business card and a comply date. If the violation is abated we close the case. If not in compliance on the recheck date, we will issue a Notice of Violation setting a new compliance date. If not abated by that date, the case will move forward to a court hearing, either Special Master or the Code Enforcement Board. If the code Investigator comes upon something being built without a permit or a complaint has been made of a structure that was built without a permit, the investigator will research our records. If a permit is not found the investigator will issue a Notice of Violation with a 30 day compliance date for the resident to obtain a permit. If warranted the code Investigator can extend this compliance time. If there is no attempt made by the citizen to abate the violation(s) the case will proceed to a court hearing to either the Special Master or the Code Enforcement Board. Collier County can only abate violations only if the court order from a hearing states “Collier County may abate the violation(s) with the assistance of the Collier County Sheriff.” The majority of our residents work with us and comply. Most of the violations that occur are because citizens are not aware of the Collier County Ordinances. Please contact me if you need more information." Question: Have I turned in my donation from the profits I received from the All-Island Yard Sale?
Answer: Bobby Decker, All Island Yard Sale Coordinator, said "The following sellers have not made their agreed upon 10% (up to $100) donation to Capri Community, Inc. that was due by February 15th. They need to drop off their payment in the lock box at the Community Center, or use the envelope provided them when they registered. We would like to close the books, and need their donations promptly. Question: When is the Free All-Island Barbeque hosted by Capri Christian Church planned?
Answer: Curt Ayers, Pastor, said "Saturday, March 6th from 4:00 P.M. - 5:30 P.M. There will be chicken barbecue with all the trimmings. This barbecue is to provide an opportunity for neighbors to get to know one another better. There will be no preaching, no offering, just a warm meal with friends. There will be lots of BBQ chicken, hot rolls, side dishes and desserts for all! Please come."
